Barrow County, Georgia  

For compliance with the EPA 2024 regulations, Keck & Wood is assisting Barrow County, Georgia with the LSL service line inventory.  We have developed a systematic process of building the line inventory utilizing existing information and on-site field work. The services we are providing are as follows:  

Review all water system service line records to develop an inventory of service line materials used for all customers.  

Prioritize and identify those customers with lead service lines. These service lines become the LSL inventory list. 

Make the inventory data publicly available. Within 30 days of publishing the LSL inventory, provide notice to all households with LSLs.  

Develop a school and childcare inventory customer list and a sampling schedule.  

Beginning at the deadline, the water system will need to sample 20 percent of childcare facilities, elementary and middle schools (5 samples/school or childcare facility) per year for 5 years.  

After completion of the LSL inventory, the water system will be prepared to sample and monitor those customers on the inventory to verify whether the results fall within the action or trigger levels. 

Hapeville, Georgia 

Keck & Wood is coordinating with the City of Hapeville to develop their Lead Service Line Investigation. As part of this coordinated effort, the KW engineering team will collaborate with Hapeville stakeholders on the following:  

Meet with water system staff members to gather information on the age of the system, population served, water system maps and GIS system records, building permit records and subdivision plat records, etc.  

Discuss  what level of records review assistance will be needed by Keck & Wood. 

Scan all paper records for use in developing electronic tracking and record keeping for all customer service lines. 

Using provided customer lists with addresses and building permits, we will prepare spreadsheet tabulations that can be used to sort customers who may become  part of the LSL inventory list. 

Develop GIS mapping to track customer locations and service line materials. 

Identify childcare facilities and schools to identify facilities needing to placed on the sampling schedule.  

These action items represent a small portion of the services we will provide the City of Hapeville during our LCRR work. 

Temple, Georgia  

As Keck & Wood | Envocore replaces the water meters throughout the city, we will be compiling LSL data for the City of Temple, we will be looking ahead to the future phases of testing and implementation. How will any lead service lines be treated? Listed below are a few of the strategies the KW team will utilize:   

Develop GIS mapping to track customer locations, service line materials and proposed corrective action.  

Prepare a separate inventory & schedule of childcare facilities and schools that need to placed on the sampling schedule. Show these facilities on the overall GIS system map to help in grouping the 20% of facilities to be sampled each year. 

Meet with staff to review progress of the above data collection and analysis and get receive input from staff on possible revisions or updates to the data. 

Based on the LSL inventory list, KW engineers will prepare an initial LSL Replacement (LSLR) Plan that includes replacement prioritization, public notice strategy, flushing procedures and a funding strategy.  

We will also meet with city staff to review the LSLR Plan and make revisions based on comments to finalize the Plan and consider it for implementation.
