Keck & Wood prepared a Stormwater Master Plan to support the development of a stormwater utility for the City of Monroe. The study included analyzing the City’s GIS inventory and inspection records for drainage structures, pipes, ditches, and detention ponds. Interviews with City staff were conducted to identify known drainage issues and prioritize maintenance and repair of stormwater assets. A Capital Improvements Project (CIP) list was created, featuring conceptual plans and cost estimates for key upgrades. The CIP included resizing three undersized pipe networks downtown, two streambank stabilization projects, replacing failing metal pipes, and establishing an annual pipe cleaning and maintenance program. These projects, combined with the City’s existing stormwater budget, formed the basis for calculating stormwater utility fees. The framework for the utility was developed as a funding mechanism for future stormwater needs. Detailed development of the utility is now underway, driven by the recommendations from the master plan.
