It is our understanding that Dave Lyle Blvd. experiences flooding during relatively frequent storm events where it crosses Manchester Creek Tributary 1. In a previous study, Keck & Wood found that the road begins to flood at about the 5-year event. The study furthermore found that adding an additional barrel at the Dave Lyle/Tinsley Way and Cinema Dr. crossings as well as benching out the area on the western side of the creek between Tinsley way and Cinema Dr. would allow the Dave Lyle crossing to pass the 10-year event without beginning to flood. It is our understanding that the City of Rock Hill would like for Keck & Wood to prepare this proposal for the design of these additional barrels underneath Dave Lyle/Tinsley way and to bench out the area mentioned above.
