Keck & Wood was hired by the City of Rock Hill in 2015 to design, permit, and oversee construction for replacing culverts on Charlotte Avenue and Marydale Lane, identified as CIP Project 5 in the City’s Stormwater Master Plan. However, due to the cost-prohibitive replacement of an undersized downstream culvert and potential impacts on a downstream apartment building, increasing culvert sizes was deemed unfeasible. The project scope shifted to creating stormwater storage by constructing a detention pond on two vacant lots purchased by the City. Modifications were also made to an existing stone-wall-lined creek channel, removing the walls and regrading the slopes to enhance storage capacity. These improvements aim to manage stormwater runoff, reduce peak flow, and minimize the risk of neighborhood flooding.
